A towing business moves other people’s vehicles for a living, and tow truck insurance cost reflects that. The premium is not just about your own trucks. It covers vehicles on the hook, on the deck and in the yard, the roadside environment you work in and the licence conditions some of that work carries. The Covers a Towing Business Needs
Cover for the Tow Truck Itself
Own damage, fire and theft cover for the truck, plus third party liability for damage the truck causes to other vehicles and property on the road. Tow trucks are usually insured for an agreed value, and that value should include fitted equipment such as the tilt tray body, wheel-lift, winches, lighting and toolboxes. Check the body and equipment are clearly specified, because a truck insured at its cab-chassis value leaves the most expensive part of the build out of the settlement.
On-Hook and On-Deck Cover for Customer Vehicles
This is the cover that defines a towing risk. When a customer’s vehicle is being winched, lifted, towed or carried, it is in your care, custody and control. Motor and public liability policies typically exclude damage to property in your care, custody or control, so the customer’s vehicle needs its own cover, often called on-hook, carried vehicle or vehicles-in-tow cover. The principle is the same as trailer-in-control insurance: cover for someone else’s property while it is attached to, or loaded on, your truck.
Two details matter most. The first is the limit per vehicle, which should match the most valuable vehicle you realistically carry. The second is whether cover applies during winching, loading and unloading as well as in transit, because damage often happens at the scene or at the drop-off point rather than on the road.
Public Liability
Towing work happens on roadsides, in driveways, car parks and customer premises. Public liability insurance covers injury to others and damage to third-party property arising from that work: a winch cable that damages a fence, a vehicle set down onto a cracked driveway, a bystander injured at an accident scene. It does not cover the vehicle being towed, which is why on-hook cover sits alongside it.
Vehicles in Custody and the Storage Yard
Once vehicles reach your yard, whether impounded, awaiting assessment after an accident or waiting for collection, they are still in your custody. Cover for vehicles in storage protects against fire, theft, vandalism, storm and flood while they sit in the yard. The limit needs to reflect the total value you may hold at any one time, not the value of a single vehicle. A yard after a busy weekend of accident work holds a much larger accumulation than on a quiet Tuesday.
Electric and hybrid vehicles damaged in accidents deserve specific attention. A damaged battery can present a fire risk well after the incident, and a fire in one vehicle can spread through a crowded yard. Underwriters are asking how damaged electric vehicles are handled, including separation distances, designated quarantine areas and monitoring. A written procedure helps.

- Loss of income or replacement truck hire while a truck is off the road after insured damage.
- Customer vehicle contents, which are often excluded or limited under on-hook cover. Photographing vehicle interiors at pickup protects against disputed claims for missing items.

Accident Towing vs Trade and Tilt Tray Work
How the business earns its money has a large bearing on price.
Accident towing means working at crash scenes, often on high-speed roads, at night and in poor weather. Operators face the risk of being struck by passing traffic, damaged and unstable vehicles, fuel and fluid spills, and pressure to clear the road quickly. Accident towing is licensed and regulated at state level, and licence conditions can include insurance requirements. Check the current conditions for your state and any allocation scheme you work under, and make sure the policy meets them.
Trade towing and tilt tray work, such as moving vehicles for dealers, auction houses, mechanics and private customers, or carrying small machinery and forklifts, tends to be more predictable. Loads are known in advance, pickups are arranged and much of the work happens in daylight. The exposure shifts toward the value of what is carried: prestige vehicles, classic cars and plant can exceed a standard on-deck limit. Heavy towing and recovery of trucks, buses and heavy plant sits at the top of the range for value and complexity. It involves heavy underlifts and rotators, complex rigging, and the possibility of damaging an expensive heavy vehicle and the freight still on board during the recovery. It is priced accordingly and needs higher on-hook limits.
What Drives Tow Truck Insurance Cost
- Type of work. Accident, trade, heavy recovery or a mix, and how much of each.
- Trucks and equipment. Tilt trays, wheel-lift units, integrated tow trucks and heavy rotators each carry different values and exposures.
- Vehicles carried. The on-hook limit you need, and how often you carry high-value vehicles or plant.
- Hours of operation. Round-the-clock and after-hours work carries more fatigue, visibility and roadside risk.
- Drivers. Age, licence class, towing experience, accident towing certification where required and driving history.
- Geography. Dense metro work, highway corridors and regional areas carry different collision, theft and recovery exposures.
- Storage yard. Fencing, lighting, cameras, alarms, after-hours monitoring, the maximum value held and electric vehicle handling.

How to Reduce Tow Truck Insurance Cost
- Document condition at pickup. Photograph every vehicle before loading, including existing damage, the odometer and the interior. It reduces disputes and defends against claims for damage that was already there.
- Train and record loading and restraint procedures. Correct tie-down points, winch angles and wheel straps prevent avoidable on-deck damage.
- Secure the yard. Fencing, lighting, cameras and monitored alarms reduce theft and vandalism and support the storage cover.
- Set limits deliberately. Match on-hook and storage limits to what you actually carry and hold. Where the policy allows, arrange higher limits for one-off high-value jobs rather than carrying them all year.
- Manage drivers. Licence checks, experience requirements, fatigue management and telematics.
